Easement for interlocal water project okayed by Board of Mayor & Aldermen

The Board of Mayor & Aldermen in Kimball have recently okayed the construction of an easement for the Gilliam Farm property pertaining the county-wide interlocal waterline project.

As the meeting ensued, Mayor Rex Pesnell explained how the owners of Gilliam Farm have agreed to an easement that’ll allow part of the new interlocal waterline to run across the farm. He also explained progress has been ongoing between the city and owners, with the waterline to go across the property without disrupting the owner’s farming operations. The owners have recently requested the easement be put in writing upon a formal agreement being made between both themselves and the city council.

City Attorney William Gouger suggested to the board that the easement be brought to the attention of the state’s Local Parks and Recreation Fund (LPRF) grant program in Nashville. He believes doing so would ensure that the easement is given the go ahead from state representatives without the board violating LPRF restrictions.

“Just to be safe, I would like it to be subject to the LPRF folks in Nashville to say its okay. We wouldn’t want them to come in and say the recording of this constitutes some violations of those grant terms and ask you to pay the money back,” stated Gouger.

All members of the board have ultimately given the go ahead for the easement, with additional and legal assurance to be made by LPRF officials regarding the agreement’s writing before work on the project can commence.
